JOB DESCRIPTION:

This individual will be directing and overseeing the bidding and construction of a variety of projects including but not limited to water and wastewater treatment facilities, municipal roadways, municipal water/wastewater lines, land development, and site civil projects. The individual will coordinate with contractors, clients, and engineers during the bidding and construction phases of projects. This individual will be a technical resource for assistant project managers and construction managers ranging from 1-7 years’ experience to assist them with various aspects of design and construction. Interest in a growth path for partnership opportunities is encouraged.

RESPONSIBILITIES/QUALIFICATIONS:

· Execute multiple simultaneous projects through bidding and construction phases.

· Prepare and review bidding documents including but not limited to construction contracts, pre-bid conference agendas, and letter of recommendation to award.

· Lead pre-bid conference and bid opening meetings.

· Prepare and review construction documents including but not limited to pre-construction conference agendas, notice to proceed, construction status meeting agendas, field orders, change orders, substantial completion punch lists, final completion punch lists, and certificates of completion.

· Lead pre-construction conferences and regular construction status meetings with clients and contractors.

· Reviews and responds to material submittals, requests for information, and change proposal requests from contractors.

· Solves unique construction problems on projects utilizing natural student discernment and problem-solving skills.

· Thrives on performing and solving problems with minimal to no supervision. Fully knowledgeable of company standards, plans and specifications; capable of interpreting project plans; and ability to supervise other technical and non-technical staff

· Manage budgets and schedules on projects being performed by direct reports.

· Demonstrated familiarity with various common project conditions, problems encountered in assignments, and proper procedures for rectification.

· Demonstrated familiarity with various agency regulations including but not limited to cities, TXDOT, counties, and TCEQ.

· Demonstrated familiarity with reading and interpreting various geotechnical material testing lab results from materials testing laboratories used during construction of civil engineering projects including soils, concrete, steel, proctors, and densities. 

· Complete constructability reviews of plans and specifications including conformance to TCEQ and applicable City regulations during the design phase of work for civil engineering project types including but not limited to land development/subdivisions, site civil, detention pond/storm sewers, City & County roadway projects, wastewater treatment plants, water treatment plants, lift stations, elevated storage tanks, and water pumping stations.

· Prepare bid forms with quantity take-offs during design phase to prepare projects for bidding.

· Prepare engineer’s opinion of most probable construction cost estimates during the design phase for conceptual, 30%, 90%, and 100% designs.

 

REQUIREMENTS:

· B.S. in Civil Engineering or B.S. in Construction Management and 20+ years of progressive experience in construction management field

· Detail oriented with tendency to adhere to established procedures

· Ability to multi-task, prioritize, interact, and complete duties on schedule

· Must be organized and able to work with minimal supervision

· Practiced in project management, task management, follow-up and follow-through

· Practiced in cost estimating

· Practiced in management of staff

· Ability to articulate technical skills and ideas both visually and contextually

· Practiced in technical writing and communication skills.

· The candidate should be a self-starter and results-oriented.
